Projects are undertaken at all levels of organization from the smallest to the largest of entities. They may involve a single person or many thousands. Their duration may range from a few weeks to many years and may cross organizational boundaries. Projects are critical to the realization of an entities strategy and become the means by which the strategy is implemented.

Projects involve doing something that has not been done before thereby making each project unique. They are unique unto themselves even if the category to which they belong is a large one. For example, many thousands of buildings have been developed but, each has its own unique characteristics; different owner, different locations and different finishing touches. Because of this project uniqueness, each must be progressively elaborated and worked out with care and detail in order to be successfully deployed.
